PVC is the second most used plastic in the world, is not easily recyclable, and when burned releases highly toxic hydrogen chloride gas and dioxin.
More than 14 billion pounds of PVC are currently produced per year in North America (per the Washington Toxics Coalition).
There is no globally standardized approach to managing e-waste, and even in developed countries no simple path for consumers to recycle end of life electronic equipment and wiring (and know exactly where it ends up).
